How do fire safety measures differ?
A basic distinction is made between defensive and preventive fire protection measures. Preventive fire protection measures initially aim to prevent a fire from starting and, in the event of a fire, to stop it from spreading. The responsibility for preventive fire protection measures generally lies with the employer or operator of a building.
In contrast, defensive fire protection is the responsibility of the fire department with the goal of fire containment. Defensive fire protection measures are therefore used if a fire has occurred despite preventive fire protection measures.
Nevertheless, preventive and defensive fire protection are closely linked and must always be taken into account when planning a building.
Legal basis
There are a large number of legal bases for fire protection measures. These include the Occupational Health and Safety Act, the Technical Rules for Occupational Health and Safety, and the Industrial Safety Regulations. In addition, there are various building regulations as well as industry- and country-specific requirements.
