Evacuation: Response to acute danger

An evacuation is initiated when there is an acute danger situation that poses an immediate threat to life – such as a fire, gas leak, terrorist attack, or school shooting alert. In such cases, quick and targeted action is required. Those affected must leave the building via predefined escape routes under time pressure.

The alarm is usually sounded via fire alarm systems, sirens, or loudspeaker announcements. In such cases, responsibility usually lies with the emergency services—such as the fire department, police, or security services—who coordinate and secure the evacuation on site.

Evacuation: Precautionary measure

In contrast, an evacuation is often carried out as a precautionary measure or as part of a planned action—for example, in the event of an announced bomb disposal, an official order, or a regular fire drill. Potential hazards without an acute threat can also be a reason for evacuation.

The process is usually more orderly, with more time buffers and less stress. Responsibility lies with the operator or organizer – such as the employer, property manager, or event organizer. Nevertheless, clear procedures, responsibilities, and communication channels also apply to evacuations.

Both evacuation and clearance aim to protect people from danger zones – either in acute emergencies or as a precautionary measure. A clear distinction helps to ensure that the right measures are taken at the right time, thereby protecting life and health.

When is an evacuation and clearance plan necessary?

Such a concept is required wherever people may be exposed to potential hazards or where legal requirements demand it. This is particularly relevant in:

  • Workplaces (offices, workshops, warehouses)
  • Public institutions (schools, daycare centers, hospitals, government agencies)
  • Special buildings (high-rise buildings, accommodation facilities, meeting places)
  • Events (concerts, sporting events, trade fairs)
