Seating plans

Seating plans are a key tool for ensuring safety at events. They precisely document the arrangement of seats, aisles, entrances and exits, as well as escape and rescue routes. In doing so, they not only comply with legal requirements, but also contribute significantly to orientation and rapid evacuation in the event of danger. Whether in a theater, conference hall, or sports arena—as soon as a venue can accommodate more than 200 people or requires official approval, seating plans are required by law.

Legal basis for seating plans

The necessity of a seating plan arises from several sets of regulations, with the VStättVO forming the central legal basis in most federal states. The creation and submission of a seating plan is mandatory if:

• the assembly venue has more than 200 visitor seats,
• it is a venue in accordance with the Versammlungsstättenverordnung (VStättVO) (Venue Ordinance),
• official approval or notification is required.

It should be noted that state-specific regulations and local requirements must also be taken into account by the responsible building authority or fire department.

A complete seating plan not only includes the seating arrangement, but also the exact marking of aisles, escape routes, emergency exits, fire extinguishing equipment, and first aid facilities. Wheelchair spaces or other special seating areas must also be taken into account and clearly marked.
